What Is the Jeffersonian Program?

Jefferson wanted a peaceful foreign policy. He also said that of course, if there were a war, well, the Republican society's first reliance should be on the militia. Jefferson had similar personal opinions about blacks but he didn't really address that question in the inaugural address. So ultimately, there would be an educated polity and it would be an armed polity.
