The Contract With America
Gingrich's contract with America doesn't come out until late September of election year. Gingrich had been engineering for years while in the Congress, trying to get Republicans back in power. Most swing voters are not tuning into this in a very intensive way until closer to election day when the decision is closer in front of them. I think it created additional momentum that helped.
