The Congressional Pay Amendment
Gregory Watson was an undergraduate at the University of Texas in Austin. He came across a chapter on the subject of un-ratified amendments and decided to write a paper about it. His professor refused to change his grade, so he began writing members of Congress for support. In 1983, Maine became the first state to ratify the Congressional Pay Amendment.
