The Second American Revolution - What's a Citizen?
Originally the states defined who is and isn't a citizen. This is all part of that, that increasingly stronger federal government that comes out of the civil war. The fourteenth amendment completely changes conceptions of citizenship. It also repudiates confederate war debt,. But at that point they're not getting paid back.
