The Trans-Siberian Railway
In the first decade, you got about a million people settling there. They were given land as well to cultivate but not always successfully. There were even things like churches on wheels which would visit once a month and have a service in a particular place. Some of that was also used for propaganda after the 1917 revolution. It was the mechanism by which the imperial power and indeed later on the communists would seek to hold on to Siberia to subjugate it.
