The Government's Special Responsibility to Reduce Disparity

There is a near consensus across a political spectrum that the government has a special responsibility. How do you know when you've actually succeeded in reducing disadvantage? The way that we approach this is again to use the analogy of the decathlon. What we would say is that we have moved considerably in the direction of a society of equals when disadvantage doesn't cluster.
