The Whittier Narrows Dam on the San Gabriel River in Los Angeles metro area could be breached, which could flood up to 1 million people. One source said that that degree of damage would threaten California with a long term reduction in economic activity and raise insurance rates statewide. Power, water, sewer and other lifelines experience damage that takes weeks or months to restore. There's just so much lost property there that can't be regained.
