When states are set in policy, they're doing so in an open nomy context. And this means that they need to account for these mobility effects when they are setting their tax and spending policies. So state and local governments also are really characterized by offering package deals where they combine different taxing instruments into spending. But it's very important to think about this bidding in the context of that broader competition that's not necessarily very targeted.
