The Freeway Phantasm
In 2004, the case was reopened once again by Washington Metropolitan Police Department Detective James Trainham. In a revived plea for information, it was announced that a $150,000 reward was now available for anyone with a tip that led to an arrest. The system concluded that the freeway phantom likely had an anchor point in DC's Congress Heights District,. somewhere on the south side of the St Elizabeth Hospital.
