It's important to draw a distinction between monopoly and anti trust. Apple has total control two all apts in the ap store that go through the approval process. You can't link out, even within your ap, to a web page to buy something externally. So they're super, superstrict and locked down about this. And yough, i've heard of situations where developers will link privacy policy,. They want a wink to their web sighte to show the privacy policy. But if you're not a monopoly, there are still things you can't do.
