Is There Scriptural Precedent for Infants to Have Faith?

The author of this article says there is scriptural precedent for the idea that infants can have faith. If we are saying that baptism brings about regeneration, then there has to be a relationship between that act and faith. Even if we grant the notion of infant faith, it is still hard to see how luther avoids the same charge he lays against tomists Baptism is efficacious apart from faith? i don't think luther would say that it's objective apart from faith because The promise is just there because god delivers it. But you can't say that baptism is a separate act from faith, so that baptized itself is efficacious and Faith is somehow involved.
