Is This Really a New Less Fair Policy?

i became aware back in two thousand 20 that this was completely unenforced policy. For a long time, there was still high compliance despite that. But somewhere around the sort of end of the omicron wave, late wintor early spring, people really stopped complying. So i think this is really just a kind of belated catching up with where the public already is. And then one other point that has been interesting is that as i've seen people just completely flouting this rule, i mean, i was flouting it a while ago,. I haven't seen one for a long time.
