Are Goals Dependent on Values?

The main way that you organize your value hierarchy is by setting goals. By choosing to set a goal and choosing to act to gain and keep it, you're actually reprogramming your value hierarchy. The next one is follow-up on the Ocon Talk on Happiness which is up on ARI as put up on the web. I'm still confused on the definition of happiness. It isn't an emotion but it is fair to call it a combination of several other emotions, joy, confidence, etc. Is that a state of consciousness? So state, state of consciousness is what I would say is the genus.
