The Russians have good intelligence on the energy infrastructure, which they are hitting and degrading. In order to protect their cities, the Ukrainians are having to concentrate a lot of their air defense around them. Once those medium-altitude air defenses are no longer armed, then the VKS can start bombing from medium-altitudes. The long-range strike campaign could potentially bring the VKS back into play.
