What's the Difference Between Facts and Opinions?

When you think about a decision at its root is a question. And what i've noticed is that, at least through talking to researchers, an my own experience too, is that we want to measure impacts. I also ask people to track out, likewhat the business impact that we think is there an ok r that's related to that decision? Is there some kind of like p i? That also helps you measure the impact of your research over time as well. So that's one of the benefits of starting first with the decision, rather than just going into the question first.
