David Frum: I heard a slightly different story. Taxpayers are not, it's not going into the taxpayers. It's going because of the FDIC deposit insurance fund. That comes from banks. But where does the banks get the money to pay for the insurance fund? Like fees on customers and in the economy. And so while taxpayers aren't being charged directly, it ultimately goes back to the consumer.
