Introduction
In Australia, we have what we think is universal health care but we actually don't have universal health care. The Medicare system on the other hand is not state funded. It's more of a federal public insurance scheme. So if you attend a local hospital, which is public, the funding is not federal. It comes from the state coffers. If you attend your general practitioner or non-GP specialist for a consultation and get a Medicare rebate, that rebate is not from the state system but it's actually from the federal Medicare scheme.
