Bong Joon Ho is South Korean. All of this is happening in a culture that is not our culture, but that becomes an interesting lens through which to view our culture. This would work less well if it were set in Portland or LA and you're looking at class struggles there. It's sort of like Hollywood has gone the way of the Christian films that Urban was talking about earlier,. Just sort of one note being played loudly over and over again.
