Chief Justice John Marshall laid down the basic protocols of American Indian policy. The US government can manage Native Americans as it sees fit, but it has a duty to be aware that they have substantial sovereignty rights. Europeans came to the new world beginning in 1492 and the result was the displacement of Native peoples.
