The number can be traced back to Qatar's own statistics rather than those of foreign governments. It actually relates to all foreigners who have died for whatever reason in Qatar, from anywhere in the world, and whether working or not. And therefore, it can't be used as a figure to talk about migrant worker deaths in relation to World Cup.
