In a freemarket economy, market agents respond to economic incentives. Do prisons change the way t they govern internally, get based on what they're seeing recitivism or behavior? Or do they just kind of stick to what they know? So it varies a huge amount a lot of places there. It doesn't have the high ard an sennos that we look for in markets. But some bureaucracies are more innovative than others.
