Hospitals were being systematically targeted by the russians in the syrian government, so they created a mechanism called deconfliction. This was to help them avoid hitting hospitals but instead it led to civilians not even wanting to live anywhere near a hospital. And then we also saw that now with the u. N. Security council mechanism were russia every year, it's been year after year now, threatens to veto am life saving u.N m aid from going into syria and areas outside of the governmentm unso every year it basically tries to hold hostage am the international community for its own political aim.
