With the federalist rebellion collapsing, de trogof and other toulon royalists felt that opportunity had arrived. They sent emiss ries to hood's fleet in exchange for british help. The two sides spent most of august eyeing each other from a distance. Most people in toulon were relieved. There hadn't been time to properly prepare the city for a siege.
