The Lack of Access to Data in Canada
Criminal records and especially around cannabis possession lacked specificity so it wasn't always clear exactly what drug offense an individual has been convicted of. The system that was initially set up required individuals who wanted their records cleared to go through a multi stage process. It was supposed to be free but it would still cost someone money through amulti stage process to have their records cleared. Canada as a country as a whole could not do expungement in the way that some American jurisdiction did.
