The Importance of Incentives in Land Use

The Department of Natural Wealth realised that we needed to invest heavily in the future of our farmland. So, I mean, incentives were important. But when things did hit the wall and there were serious land use disputes, thank goodness, there was a backbone in the law. That meant that downflow of river pollution that was affecting our most special sites for nature was stopped by the law.
