And then he repeats it one more time but again with even more notes and more excitement. He also reiterates his as loud as possible dynamic marking to give an extra push to the musicians. All of this creates the momentum which we need to send us toward the end of the tutti section. That's what the great composers do, they create momentum, dramatic thrust and forward motion that takes us to where they want us to go.
