With the merge, we saw a micro version of that where there was a very small contingent of miners who didn't upgrade and kept running a proof-of-work chain. There was a pretty strong community there. Say Ethereum Classic was maybe 80, 20 split or something like that. The merge was probably 99 to 1 type of split. But you could imagine just a very bad proposal leading to 99 to 1 in the other side where the entire community rejects it.
