The NHS Backlog - What's Happening?

The n h s back log, which was supposed to have a plan presented to day, i thought, to be tackled. That didn't happen. What's happening? So there's two versions of events. Version one is that the mean old treasury, who controlled the cheque book, put a spanner in the works on saturday and said, it can't go das it is. Funnily enough, that's disputed by the treasury.
