The government has decided that it's very unhealthy for people to smoke, but they're not going to ban smoking because that's too extreme. Instead, what they do is they just keep raising tax on cigarettes. This achieves a number of things for the government: It allows the government to collect more tax revenue from sales of cigarettes. Smokers don't have that many rights these days.
