Why Do Dolphins and Whales Have Hind Lungs?

So why do dolphins and wales grow these limbbuds for a period almost as if it's recapitulating evolution? Well, the easy, and probably not very satisfactory answer is that they were designed to develop them. But i'm just not convinced that that has to be the case. And we're saying, well, because we see this in this fish or in this sea creature, and then we see that this foetus does this for this very short time, but it doesn't actually do that.
