In 1778, Arnold was placed in command of Philadelphia while he recovered from his wound. He could not walk unassisted at this point and it would be another year before he could ride a horse. The patriots who had returned after the British occupation were very angry with the loyalist leaning populace that remained in Philadelphia. It would have taken a general of immense tact and patience to deal with this situation. And this was not Arnold.
