What on Earth Is Felony Littering?

We submit a public records request to try to figure out if they have. I imagine the city is not going to want to tell us. Maybe that list is just, you know, our clients, which... Yeah, I mean, maybe they have. If it's only people who are helping unhouse people and they just don't want to admit that, both those are pretty dark. On the topic of weird legal things, what on earth is felony littering? I'd love to know.
