The Importance of Character Formation in the 20th Century

The view that really sticks in many ways and has a lot of influence is this sort of constitutionalist institutionalist model which you find in the Federalist papers. You do get a concern with again, making good citizens, producing citizens who will have the qualities necessary to engage in politics. There's still this heavy institutional tendency, so you know, infamously John Stewart Mills preoccupation with different voting systems. And there's also another strand which says well actually under the influence of these institutions, people will improve.
