Why is Russia's military proving so incapable? It's a question to which there are many answers. They don't have a professional army, they don't have officers at the lower level that are empowered to make decisions. And all this means that you're going to have a less competent military, right? If all the decisions have to go up to the general and no one can take initiative on the battlefield, they're going to underperform. The speed of warfare at the 21st century is too fast. Then you just don't have troops that are committed to the fight.
