It was set up artificially as a way to limit demand. And so we see iterations of this that happen throughout many different moments in history but that particularly hinge on moments where you see care intersect with economies of scale. The work of Marta Russell, who's a late disability theorist, and Marxist comes into her idea of the money model of disability.
