The Problem With the Small and Medium Flocking Bird Certification Test Standard
The NTSB was in a really tight spot in this particular incident because Captain Solenberg was viewed as such a hero and everyone survived. They didn't want to be the ones to have to potentially give bad news or say like this was the captain's fault. And of course that ended up not being the case, but I saw interviews with some NTSB investigators who were very worried when they started this investigation. So basically just look at all the bird ingestion certification and reevaluate it all.
