Child Delinquency - What's the Third Crucial Thing?

There is a serious dearth of holistic progressive institutions that are willing to imagine a different way of addressing child delinquency. Kids often get lost in these systems and then funneled through the adult systems, right? Because we don't actually take juvenile facilities seriously as places of rehabilitation. I think Jonathan Harwell in Tennessee is to me the person who explains this most clearly.
