The Debt Sealing

The debt sealing was created by something called the second liberty bond act back in 19 17, when al jolson and charley chaplin were out pitching bonds as a patriotic way to pay for world war one. To keep things from getting out of control, there were limits, or ceilings, placed on various types of debt. In all, the ceiling is just over a hundred years old, and it's been raised around a hund times. The last one has left the federal government reaching under its couch for money to pay its bills. But i believe emergency could create real problems if we don't learn more about whether this makes sense.
