Changelog Manager

There's more information there than any one person needs, but every thing that's there, someone does need. Each one of those links to like a GitHub issue or a PAP or something like that. And then those get aggregated into the what's new doc. In that change log, there's 180,000 words, typical novels like 80,000. So that's a proper change log right there.
