In Guatemala and Uganda, There Was an Atmosphere of Distrust and Unrest
In Uganda, disappearances early on contributed to general sense of fear and distrust. In guatemala, a well known civil patrols were put in place; their main role was what i refer to later in a book as group policing. So people were so afraid to refuse to follow what they were told that they continued to take part in this process. And it's much more convenient for those who want to police or control population to have them divided in this way.
