US aviation theorists were specifically to avoid that outcome. They always had this idea that they were engaged in a much more, um, morally upright mission than the British wanted to bomb everything inside. And so they have this like, they never explicitly think they are trying to avoid this indiscriminate use of air power. Yet by the end of the war, they're the worst defenders.
