Is This a Border Patrol Hoax?

The border crossers are not an organized group. They're a random collection of people, many of whom have just happened to pay a given smuggler to take them across. Such a hoax wouldn't involve multiple groups of people simply standing around and waiting to be taken into custody. That would be positively contrary to their interests.
