But I do think it's real and present and that therefore Australia the task is not to deny it or even to underplay it. And of course that's again where diplomacy comes in and where the relationship between governments becomes really important, he says. Evan makes the point that something as fundamental as a difference over the future of the strategic order is more consequential and harder to deal with than bilateral issues.
