The Perpetual Withdrawal Rate

A safe withdrawal rate is set at a low enough amount so that the original principle never decreases. As far as I can tell, the difference between a safe withdrawal rate and a perpetual withdrawal rate is only about a half to 1%. Given the massive increase in safety with a perpetual withdrawal rates, I would think that this would be any planner's aspirational goal.
