The Power of Proxy
Satan works through proxy. That's how he is typologically in the New Testament, takes him that way. God sends a preacher with the Holy Spirit to proclaim the promise to those who are godless. At the right time, right, to justify the ungodly Satan has his own agents then because he apes God.
