Romania didn't start out involved in the second world war when the war began Romania declared its neutrality and that was in September of 39. By the summer of 1940 france and the rest of western europe had fallen to Germany Britain had been driven from the continent Germany looked unstoppable then the Soviet Union invaded and occupied large regions of eastern Romania. So one of the things that you see throughout eastern europe during the war is that countries and even resistance groups were often faced with a binary choice between either the Germans or the Soviet Union.
