The Power of Partiality

There's actually two different ways to frame that one of them is one form of partiality versus another. The argument i think is often rhetorically persuasive versus just other good stuff that can be summed together. If you say if we do all the citizen participation then we're just wasting money on that and there's all this other money that we can use for whatever we wanted that's uh going to be less persuasive to the friends of partiality but money lets you be partial  if you want to help poor people money is a thing that lets you do that, he says.
