Why did the trade unions continue to cooperate with the accord process when it became clear that key agreements were not going to be met? I guess there's a more general answer, which is do union leaderships and union rank and file share the same interests all the time. One big change in Australia is with that hollowing out of union membership. Union leaders became quite detached in some ways from their memberships. Unions became more top down, decisions about conditions and wages had been made from the top. And so you also see a range of sort of other problems arise where labor unions start to presume certain solutions.
