How to Vote on a Community's Taxes

In crypto, with these zo specifically, a new formation of, you know, maybe how a city or a community runs. We want everybody who's paying taxes, based on how much tax they spent, to get a vote. All those could be programmed into a dow and then people could say, 'We have 30 % of extra budget here an what shold we do with it? Pay down our debt?'
