The Role of Phantom Rules in Police and Enforcement

I don't have a great answer honestly but you know a charitable interpretation of of the typical case of these rules is that they were maybe created to for some social order function and just like no longer relevant historically. I think that's really nice because we all see this happening with police and enforcement everyone sees this  and also then it's morally okay as well which is weird because it's a ruleYeah yeah I thought so much about this question i'm not sure all of the time they have that same very pointed nature but you know it'sIt's also possible yeah you spoke in tennis, academia or other domains where phantom rules emerge across different domains right?
